Project 52: Provision of specialised CBRN equipment for the training of first responders in the SEEE region

The European Union (EU) has allocated ˆ 1 696 563 for provision of specialised CBRN equipment for the training of first responders in Albania, Armenia, Bosnia and Herzegovina, former Yugoslav Republic of Macedonia, Georgia, Moldova, Montenegro, Serbia, Ukraine. The project has been implemented by the Science and Technology Center in Ukraine (STCU). The STCU is an intergovernmental organisation, jointly funded by the EU and the United States of America. The Center’s mission is to advance global peace and prosperity through cooperative Chemical, Biological, Radiological, and Nuclear (CBRN) risk mitigation. (See: www.stcu.int ).

This project complements the action entitled "Strengthening CBRN first response capabilities and regional cooperation in South East Europe, Southern Caucasus, Moldova and Ukraine' (Project 44).The overall objective of the project is to provide the necessary equipment to countries in the Western Balkan and Black Sea regions in order to enhance CBRN first response capacity in the South East and Eastern Europe (SEEE) region.

STCU has implemented the project in conjunction with its partners:
Ministry of the Internal Affairs of Albania;
Ministry of Emergency Situations of the Republic of Armenia;
Ministry of Security of Bosnia and Herzegovina;
Protection and Rescue Directorate, the Republic of Macedonia;
Emergency Management Service of the Ministry of Internal Affairs of Georgia;
General Inspectorate for Emergency Situations of the Ministry of Interior Affairs of the Republic of Moldova;
Directorate of Emergency Management of the Ministry of Interior of Montenegro;
Ministry of the Interior of the Republic of Serbia;
State Emergency Service in Ukraine;
State Border Guard Service in Ukraine.

Under this project (CoE Project 52) STCU has procured and supplied CBRN detection, identification, and protection equipment, and provided basic training on the use of the equipment. The training carried out by CoE Project 44 determined the required equipment list as follows: chemical protective suits; full face protective masks; personal dosimeters; O2 detectors; colorimetric tubes; photo ionisation detectors; hand-held radiation monitors; immunoassay test kits; CWA test paper; kits for marking dangerous areas; skin decontamination kits; neutralisation agents; portable CBRN decontamination units.
